James Joyce Tower, Sandycove

Cllr Thomas Joseph raised a motion requesting that the Chief Executive make the necessary arrangements to investigate and repair the reported leak at the James Joyce Tower, Sandycove. This motion passed on 2nd March 2026, and the report concluded the following: "The Joyce Tower building is on lease from the OPW to DLRCC for a period of twenty years.n DLRCC has been working with the board of the James Joyce Tower to explore the issues of water ingress and accessibility of the Tower. Shaffrey Conservation Architects were contracted to conduct an investigation into the causes of the water ingress issues. A report on the condition of the building and initial plans and costings for the repairs /refurbishment of the James Joyce Tower has been developed. The County Council is engaging with the board of the James Joyce Tower and the OPW on next steps to address the issue. We hope to initiate a Part 8 process for the proposed works in 2026."
As agreed following the motion raised by Cllr Thomas Joseph, a report was presented at the DLRCC Area Committee meeting on 3 June 2026. Following the presentation of the report and subsequent discussion, it was confirmed that, subject to the completion of the necessary preparatory steps, the statutory Part 8 process could commence in early 2027.
